Commercial Incentives

Commercial tax credits and cash incentives are available in Oregon. When you couple these financial benefits with Southern Oregon’s exceptional solar resource, installing a solar-electric system is a slam dunk. Pacific Power

Pacific Power customers are eligible for cash incentives from the Energy Trust of Oregon (ETO). ETO incentives are based on system size:

  • Project size cap: 200 kW

  • $0.25/watt – $0.20/watt

  • $20,000 maximum incentive (nonlinear incentive rate calculation).

ETO incentives are subtracted directly from the client’s gross system cost and paid directly to the ETO Trade Ally contractor.

City of Ashland

City of Ashland customers are eligible for cash incentives based on system size:

  • $0.75 per watt, with the incentive capped at $7,500. (Dependent and no shading between 10am – 2pm)

City of Ashland incentives are paid directly to the customer after installation.


Tax credits reduce the amount of tax owed, dollar for dollar. They are also as good as cash for a tax refund.

Federal Energy Investment Tax Credit (FITC)

The Federal Energy Investment Tax Credit (FITC): is a 26% tax credit calculated on the system’s costs. This tax credit can be taken in year one, or carried forward a maximum of 20 years. Receiving the FITC is as simple as the client, or client’s accountant, filling out the appropriate IRS form.

USDA Rural Energy for America Program (REAP)

The USDA’s Rural Energy for America Program (REAP) Renewable Energy System and Energy Efficiency Improvement Guaranteed Loan and Grant Program provides financial assistance to agricultural producers and rural small businesses to purchase, install, and construct renewable energy systems.

REAP grants are written and submitted by paid Resource Consultants. All “rural” businesses are eligible and do not have to be affiliated with the USDA. In general, businesses in Southern Oregon outside of the Medford/Phoenix city limits are eligible. The maximum Renewable Energy System Grant request is 25% of eligible project costs or $500,000, whichever is less.

The Energy Improvement & Extension Act of 2008

AMT—The Energy Improvement and Extension Act of 2008 (H.R. 1424), enacted in October 2008, allows taxpayers to take the federal credit against the Alternative Minimum Tax (AMT).
